After that, you need to set it to a certain speed and, while continuing to hold the brake, stand like this for 1-2 minutes.

If you feel that your brakes or handbrake are frozen, then you can try to freeze them with hot water. Or, if you have a piece of hose, direct a stream of warm exhaust gases to the brake pads.
