The complete elimination of free parking lots will take place from January 2013. Paid parking will be arranged in such a way that parked cars do not interfere with free traffic in the center of the capital. According to preliminary calculations, the owner will pay no more than 50 rubles per hour. This is a perfectly reasonable price if you need to visit the center of Moscow to shop or solve urgent problems.

Chaotically parked cars significantly impede the movement of personal and public vehicles in the center of the capital and often create an emergency situation. With the advent of paid parking, this problem can be completely resolved.

On August 1, 2012, an information site and a special call center will start operating, where specialists will explain to those who wish all the information regarding the new project. An interactive version and a diagram of the available paid parking lots will be available on the website.

Test projects will be launched in November. The first paid parking lots will appear in Karetny Ryad, On Teatralnaya Square, and on Petrovka. By this time, all the necessary amendments to the laws will be adopted and new regulatory documents will be drawn up. The transitional stage will last the entire period of settlement of the mechanisms of the new project.

Residents of the capital will be informed about the availability of vacant places in paid parking lots. Trial parking lots have already started their work. For an abandoned car, you can pay by non-cash form of payment.

From January 2013, it will be impossible to leave a car on the Boulevard Ring without placing it in a paid parking lot. There will be no legal free parking spaces. Since July 1, 2012, the amount of fines for parking in the wrong place has increased many times. Time will show how effective measures will be to eliminate congestion in the busiest districts of the capital.
