Back in April 2012, Moscow Mayor Sergei Sobyanin informed all residents of the city about the creation of paid parking lots in the center of the capital. Such a decision, in his opinion, should help to reduce the constant traffic congestion in the Boulevard Ring area.
The complete elimination of free parking spaces in the center of Moscow should take place from the beginning of 2013. They are planned to be replaced exclusively by paid parking, the cost of which, according to preliminary calculations, will be about 50 rubles per hour. According to the mayor of the capital Sergei Sobyanin, this is due to the fact that chaotic parking today greatly impedes the movement of public transport and motorists in the city center.
To help understand the new car parking system, an information site with an interactive parking map will be launched from August 1 of this year, and a special call center will start operating, whose specialists will conduct explanatory work for everyone who wants to receive information about the new project.
A test project of parking lots will be launched in November 2012, the first of which will appear on Petrovka, Teatralnaya Square and Karetny Ryad. By this time, it is planned to make all the necessary changes to the capital laws, to adopt new regulatory documents, as well as to improve and work out in detail all the mechanisms for implementing the new project.
Particular attention will be paid to timely informing residents of the city about the availability of free places, control over the order at paid parking and payment methods for parking. By the way, it will already be possible to park at pilot parking lots using a non-cash form of payment. It is also planned to make certain benefits for some of the population.
And since the beginning of 2013, there will be no legal free parking spaces in the Boulevard Ring area, because absolutely all parking there will be paid. Moreover, from July 1 of this year, motorists in the capital expect a multiple increase in the amount of fines for incorrect parking.
