The capital of Russia has long experienced difficulties associated with chaotic parking in the city center. The Moscow Department of Transport, on behalf of the Mayor of Moscow, has developed a plan for the introduction of paid parking lots. It is assumed that this measure will solve the problem with the placement of cars.
In early April 2012, the mayor of the capital, Sergei Sobyanin, announced his intention to create paid city parking lots in the central part of Moscow. Today, parking spaces that are located within street and road networks are free, and the cost of parking in private parking is about 60-100 rubles. at one o'clock. The Moscow government plans that from the beginning of 2013 new paid parking lots will appear within the Boulevard Ring.
According to the city's transport department, the pilot project, which includes a number of the first paid parking lots, will start operating on November 1, 2012. Parking spaces will begin to be organized on Petrovka and Karetny Ryad streets. It is assumed that payment for places in the road network will be made in a non-cash way.
As early as August 2012, it is expected that a website with an interactive scheme of available parking lots will be launched on the Internet. For residents of Moscow, explanatory and consulting work will also be organized in a specialized call center.
In the course of the pilot project, specific mechanisms for making changes in the parking lot will be worked out, and a system for informing about the availability of free spaces will be developed. An important part of the project is the development of an effective payment system and control over paid parking.
Prior to the commissioning of paid parking lots, all relevant approvals will be carried out with the interested departments, as well as amendments will be made to the current legal acts of Moscow. In addition to organizational, legal and explanatory work, the city government will need to prepare road and transport infrastructure, material and technical base of future parking lots, renewal of markings and road signs.
