The technical inspection can be passed at state stations only until January 1, 2014, but now this prerogative has been given to accredited inspection operators (insurance companies) and dealerships. Moreover, the accreditation of inspection points is now carried out not by the traffic police, but by the Russian Union of Auto Insurers. Since control has passed into private hands, there is a danger that the inspection will become a fiction. Therefore, in order not to violate the procedure for its implementation, a single regulator is being formed on the basis of the Federal Service for Financial Markets and the Central Bank, which will check the work of insurance companies in this area.
Who does not need a technical inspection
Since 2013, the owners of new cars, trucks with a permissible maximum weight of up to 3.5 tons, trailers and semi-trailers, as well as motorcycles do not undergo technical inspection for the first three years of using the equipment, the same applies to trailers up to 3.5 tons, which belong to an individual. This change did not affect the rest of the vehicles, the technical inspection rules for them remained the same.
Please note: now the technical inspection can also be passed at the service center. This is very convenient when buying a car from dealers: you do TO2 and technical inspection at the same time.
An innovation, which cannot but please, concerns the location of the inspection. If earlier the inspection had to be carried out only at the place of registration of the vehicle, now you can go through this procedure in any place convenient for you.
Not a coupon, but a card
Gone in the past and technical inspection coupon. Under the new rules, the vehicle owner is issued a complete diagnostic card of the vehicle, which will become electronic in 2014.
However, there are also innovations that are not very pleasing to the owners of cars - this is an increase in fines for violating the rules of state registration of vehicles. The maximum fine for this violation, according to amendments to the Code of Administrative Offenses, has become equal to 10 thousand rubles.
It is now possible to make an appointment for a technical inspection, issue a certificate of passage instead of a lost one, etc. Now you can also remotely, using the services of the portal of state and municipal services provided in electronic form.
In addition, you can only go through the registration itself if you already have an OSAGO policy on hand. Please note that a year ago it was allowed to first execute a sale and purchase transaction and only then receive an OSAGO policy. Today it is exactly the opposite. First of all, the car undergoes a technical inspection procedure, as evidenced by a diagnostic card, and then the car owner buys OSAGO insurance (before August 1, 2015, in order to obtain an MTPL policy, you can submit a technical inspection ticket, which was issued before July 30, 2012).
