It is expected that in 2020 the amount of maternity capital will be 470,241 rubles. It is also worth recalling that this is a temporary program that will expire in 2021. Interestingly, lawmakers at the federal level of our country will allow spending maternity capital to buy a car, because many residents of the Russian Federation support this option.
Directions of Matkapital expenditures
The permitted areas of spending in 2019 will remain the same as in 2018:
- for the education of children;
- purchase or construction of housing (including on a garden plot, but the building must be residential, not garden);
- mother's funded pension;
- purchase of goods (services) for adaptation to society of disabled children;
- monthly allowance for the 2nd child.
As you can see from the list, car purchase is not provided. For 10 years now, lawmakers have been negotiating at the federal level about the possibility of using matkapital to buy a car, but the law has not yet been adopted.
Regions where the law is passed locally
In some regions, territories, republics of our country, local legislators allowed the regional maternity capital to be directed to purchase a car. Thus, we managed to generate funds from regional budgets and went to meet Russian families in need of this. In these regions, the purchase of a car for maternity capital is a legal right.
- Kamchatka;
- Leningrad region.;
- Nenets Autonomous District;
- Mordovia;
- Kaliningrad region;
- Novosibirsk region;
- Smolensk region;
- Oryol region;
- Tula region;
- Ulyanovsk region;
- Rostov region
Thus, in 2019 it will not be possible to buy a car with maternity capital money if you do not live in one of the listed regions.
Differences between regional maternity capital
Each subject determines the requirements for the design itself, the conditions for implementation, take into account the special specifics of its territory, demographic, economic and social situation. The main difference between the regional capital is that financial assistance is issued in a smaller amount, in part, from 50 to 150 thousand rubles (the entire amount of the capital capital at the beginning of 2019 is 453,026 rubles, it is frozen until 2020).
It remains to be hoped that the successful long-term experience of the regions will make it possible to develop a number of measures to support families with children at the national level.
