Previously, in all cases when a driver's license was lost, worn out, stolen, it was required to pass a medical commission for the right to drive a car and motor transport. This procedure was regulated by FZ 196, dated December 10, 1995. "On road safety".
New procedure for obtaining a medical certificate for a driver's license
Recently, on February 8, 2016, the Government of the Russian Federation somewhat simplified this procedure. In what case is it not required to obtain a certificate for a driver's license from a medical institution? So, a medical opinion will not be required from you in the following cases:
- If your personal data has changed (including your last name changed due to marriage or divorce).
- If the previous "crusts" of the driver are seriously damaged or have become completely unusable and unreadable, in which it is required to replace the driver's license.
- If the driver's license has been lost (lost, stolen, etc.).
- If you require an international driving license.
Now, only in these cases, in order to replace a previously issued certificate, it is not necessary to receive a conclusion from doctors about the presence or absence of drivers or those who claim to drive a car, contraindications to driving.
And the rest?
In all other cases, driver candidates will still have to undergo a medical examination before passing the exam or changing the license. This procedure, as before, is regulated by the above law, but the changes introduced by the Government Decree No. 65 of February 4, 2016 came into effect.
Those who still need to receive a medical certificate can still receive one if they turn to a state budgetary medical institution or a private medical center.
Note
Recall that earlier the practice was returned to undergo a narcologist and psychiatrist separately from other doctors, in specialized medical institutions at the place of residence.
