The current legislation allows the use of maternity capital in three ways: for the education of a child, his treatment or the solution of the housing issue for the family. However, in a number of regions of the Russian Federation, in addition to the federal maternal capital, you can get a regional one, but in some of them, for example, the Rostov and Kaliningrad regions, it is allowed to use it to purchase a car.

Instructions
Step 1
Find out if your area has a local regional maternity capital law. If not, wait for its adoption: it is possible that when this happens, this payment will be due to you, and you can use the money owed, including for the purchase of a car. If yes, clarify whether you are entitled to regional maternity capital (in most regions where the relevant laws have already been adopted, the circle of residents eligible for this form of support is narrower than applicants for a similar federal payment) and whether the purchase of a car is included in the number of options for it use. The source of information will be the social security bodies at the place of your registration, the websites of the authorities (social security, regional administration), local media.
Step 2
If you are eligible for regional maternity capital, contact the department of social protection of the population at your place of residence to clarify the list of required documents. You will need at least a mother's passport and birth certificates of children, confirmation that they and the applicant have Russian citizenship and documents confirming family income. For example, in the Rostov and Kaliningrad regions, the right to regional maternity capital is tied to the local living wage: if a family member has more than the maximum amount (in the Kaliningrad region, 3.5 living wages), no money will be given. Residents of the Kaliningrad region will also have to prove that they have no housing outside the region. Ask the social security officer in detail about the requirements for each document in relation to your case.
Step 3
Prepare a complete package of documents according to the list that you will receive in the social security office, and in accordance with the requirements for them. Submit the documents to the department of social protection of the population.
Step 4
Within the time period set by your regional legislation, receive a certificate for regional maternity capital or other document confirming the right to this payment, if its issuance is provided for your region. Or use another method of obtaining regional maternity capital in accordance with the instructions received in the social security.
Step 5
Find out in the department of social protection of the population about the procedure for spending the funds due to you specifically for the purchase of a car. The procedure for the implementation of regional maternity capital in each constituent entity of the Russian Federation is different. If possible, try to get this information also from independent official sources: on the websites of social protection bodies and the regional administration (the fact of the adoption of the law on regional maternity capital and all changes in the procedure for its application are usually promptly reflected there). In case of controversial issues, you can always appeal the actions of the social security workers, if you think that they infringe on your rights, to a higher organization and the prosecutor's office.
Step 6
Act in accordance with the instructions for the implementation of maternity capital obtained from the social security agency or other competent organization.
