The procedure for opening category E is the same as for any other: training and passing theoretical and practical exams at the traffic police.

Step 1
You should start with driving instruction. The easiest way is to contact a driving school, but the problem is that, among them, the choice of those offering such a service is much less than in other categories, especially in the most massive V. Usually, training in all categories is offered by ROSTO driving schools (formerly DOSAAF).
An alternative could be self-study. But you will have to learn to ride with a trailer so that traffic police officers do not see it, who have the right to fine the driver for such a serious traffic violation.
Step 2
It will not be superfluous to brush up on the rules of the road, especially in the part of driving with a trailer. There are enough opportunities to practice passing the theoretical test on the Internet, in particular, exam tickets for all categories are presented on the official websites of the regional traffic police departments.
Step 3
Collect a package of necessary documents: a passport, a medical certificate with admission to category E to B or E to C (or both), a certificate of graduation from a driving school, a receipt for payment of state duty (the forms can be downloaded on the website of the regional traffic police department, and paid at any department Sberbank).
With all the documents, come to the MREO traffic police at the place of permanent or temporary registration.
Step 4
Come to the exam on the appointed day. You will have to pass both the theoretical and practical parts - in the same order as when opening other categories.
