The procedure for registering vehicles is specified in the order of the Ministry of Internal Affairs under number 59 and as amended on March 26, 2005 under number 208. Articles 22 and 23 of order 59 explain in detail the registration procedure. Any vehicle can be registered if there is a list of documents specified in the law and at the place of permanent or temporary registration of the owner. In special cases, the car can be registered without a registration, but this situation can be solved only by the head of the regional traffic police department when contacting him personally.

Instructions
Step 1
If you are registered in one locality, but live in another and have purchased a car, issue a temporary registration. Moreover, according to the law, you cannot live in a settlement without temporary registration for more than 90 days (Decree of the Government of the Russian Federation 713). Even if you can agree with the head of the regional traffic police department and register the car without registration, you will be forced to issue it in the near future. You can get temporary registration at the place of residence, having agreed with the owner of the apartment, or register with friends. Since in the presence of a temporary registration, there are no rights to the living space and registration automatically terminates after the expiration of the period specified in the application, then its registration is not difficult.
Step 2
If you have a temporary registration, you can register your car if you live or work in the Far North or equivalent territories, are on a long business trip, in military service, study at higher educational institutions, work on long-distance vessels. In all cases, a decision of the head of the traffic police or persons replacing him will be required.
Step 3
You will also need an application completed on a standard form that will be given to you by the traffic police, your passport, receipts for payment of all payments that are also issued to the traffic police, vehicle passport, compulsory motor third party liability insurance policy, registration plates for a car, sales and purchase agreement, inheritance certificate, donation agreement, customs documents, if the car is brought from abroad.
Step 4
The traffic police inspector will inspect your car and check the engine number. Within one day, your car will be registered and you will be given license plates. If you have a temporary registration at the place of stay or do not have registration and put the car on record by the personal decision of the head of the regional traffic police, then the license plates will be yellow. When making a permanent registration in this locality, you will have to contact the traffic police again to replace the numbers.
