In accordance with the Order of the Ministry of Internal Affairs of the Russian Federation No. 1001 "On the procedure for registering vehicles", five days are allotted for the registration or change of these vehicles.

Step 1
The first thing the representatives of the registration authorities warn about in such cases: do not purchase numbered units without documents, since their registration is very problematic. You can legally purchase an engine in a specialized store or from a private person who has a MOTOTRER certificate (interdistrict department for technical inspection of transport and registration and examination work) for a released numbered unit. The engine can be purchased through a simple purchase and sale transaction without notarization.
Step 2
Another acceptable option is to buy the engine in a thrift store that has permission to do this, and then get a certificate-invoice or a sealed sales contract in your hands.
Step 3
Install the purchased engine at a certified service station. To register with the traffic police department, present a plastic card of the registration certificate, PTS and its copy, civil passport and its copy, valid insurance, certificate-invoice for the engine, customs declaration for the engine (if necessary), acceptance certificate received at the service station, where the engine was replaced with an indication of the changes made in accordance with GOST. You may also need a certified copy of the workshop certificate for the right to replace the units.
Step 4
The basis for making changes to the design of the car is the statement of its owner to the traffic police department at the place of registration of the vehicle. After considering this application, the head of the traffic police department makes a decision, which indicates the procedure for issuing and issuing the corresponding certificate. If necessary, it is indicated the need to obtain an opinion on changes in the design of the vehicle.
Step 5
An opinion is not required if the new engine is for a given vehicle of the same make and the same manufacturer. The submitted documents are the basis for the identification of the vehicle. After examining the papers, the traffic police department makes execution, registration and issuance of a certificate to the applicant, or refuses to do so.
