An attacker can simply use the weakness and initially return one number, and demand another transfer for the second.
In June 2013, a bill was submitted to the State Duma for consideration, according to which "beautiful" license plates can be purchased not by pull, but absolutely legally. The amendment was rejected by the government.
You should be aware that, most likely, the stolen numbers are located near the place of theft. If there is a friend who agrees to help with the search, it will not be superfluous to call him for help. Together, it will be faster to search the nearby territory, paying attention to any places where you can hide the license plate, even to trash cans. New regulation

On October 15, 2013, a new technical regulation came into force, according to which a car owner who has become a victim of theft of car numbers may not contact the traffic police. You can order numbers from an organization licensed to make state registration plates in any region, regardless of the place of registration of the car.
To order new numbers, it is enough to provide a certificate of vehicle registration. The process of returning stolen numbers has become easier, now you do not have to go to the police department, write a statement about the theft or loss of numbers. Before the approval of the new regulations, it was possible to order new numbers only in case of damage to the old ones, while the damaged number plates had to be returned.
