There are several types of numbered fraudsters, depending on the goals they pursue and the motives behind the theft. The first group includes the so-called "collectors". They purposefully hunt for beautiful and rare numbers. The second group is “extortionists”. They act according to a well-established scheme: they steal the number, and instead leave a note with the terms of the ransom of the stolen. It is much easier for many motorists to pay than waiting for new numbers to be received. The third group is called "evil neighbors". This includes people who stole numbers out of revenge or other negative motives. And the last group is the "bandits". They need other people's numbers for criminal purposes, such as robbery.

As a rule, all attempts by the police to catch the criminals who stole the license plates lead nowhere. But the owner of the car can thoroughly fray his nerves. Therefore, it makes no sense to start a losing business in advance, but it is better to immediately focus on obtaining license plates.

The first way is re-registration. To do this, you need to go to the MREO and write a statement about the loss of the license plate under unknown circumstances. Then you will need to go through the registration process again and get another license plate. Documents that will be needed: a passport or other document that proves identity, a power of attorney to drive a car, if any, a certificate of past registration of a car, a vehicle passport, a copy thereof, as well as an OSAGO policy. You will also need: a certificate of temporary registration, if any, a TRP coupon and a driver's license required to obtain a new coupon.

Usually, the entire re-registration procedure takes three days or more. You may have to undergo an inspection if the traffic police insist on this. You will also need to redo the documents for the car.

The second method allows you to purchase a license plate much faster and easier. On October 15, 2013, a new Administrative Regulation came into force, according to which there is no need to re-register the car. Now the driver has the opportunity to order a duplicate license plate.

At the moment, creating duplicates of lost or stolen license plates is a legal and officially authorized process by government agencies.

To obtain a license plate, the vehicle owner will need to provide the company that provides this service with the following documents. First, a photocopy of the vehicle registration certificate (notarization of the document is not required). Secondly, a copy of the certificate according to which the driver can drive the vehicle (or a copy of the Russian passport). And thirdly, a document on the refusal to initiate a criminal case (if both numbers were stolen). In this case, you will first need to contact the police. If one number is lost, contacting the traffic police is not necessary.

Registration of an order in a company takes only a few minutes, and a license plate is produced in a maximum of a couple of hours. Finished numbers (in order to avoid further problems) should be checked for compliance with the requirements of GOST.
