The law allows you to take a driving license exam without visiting a driving school - after self-study. The procedure does not differ much from tests for graduates of such institutions. Unless a certificate of completion of any of them is required, and the number of MREO working with such candidates for drivers is usually limited. In some regions, the exam may not be accepted as an external student.

Instructions
Step 1
If you decide to do without the services of a driving school, you still have to master the skills of driving a car and learn the rules of the road. Both will come in handy not only in the exam, but also on the road after passing it successfully. To solve the first problem, you can use the services of a private instructor (it is better when his car is equipped with parallel pedals, especially at first) or familiar experienced drivers.
The second will require at least two hours a day for an average of a couple of weeks. You can practice answering test tickets online. In particular, they are on the websites of the regional traffic police departments.
Step 2
The instructor may not need a certificate of your passing the driver's medical examination (although it is still preferable for a professional to deal with its owner). But the traffic police will not accept documents without her. To get a certificate, you need to contact the narcological and neuropsychiatric dispensaries at your place of residence. And with the documents received there - to any clinic that issues such certificates, also at the place of residence.
The service for issuing a certificate is paid. If you are going to open more than one category, ask to mark each of them in the help. Your photo 3 by 4 cm is glued to the document.
Step 3
With a passport, a medical certificate and a copy of it and a photo, contact the nearest MREO of the State Traffic Safety Inspectorate, which takes exams as an external student. You can download receipts for payment of the state duty on the website of the regional traffic police department or receive it when you first contact the MREO and pay at the nearest branch of Sberbank.
Step 4
You will be given an examination sheet, a driver's card and an application form. Fill out these documents and return the form at the window for their receipt. You will be assigned an exam day. If you are taking the exam at the place of temporary registration, where you have lived for less than a year (in this case, do not forget to present the registration document as well), you will have to wait until the traffic police receives an answer at your place of residence that you did not receive your rights earlier and were not deprived of them … This can take up to two months.
Step 5
Come to the exam on the appointed day. First, you will have a theoretical test for knowledge of traffic rules: 20 questions out of 800 possible. Answers are given 20 minutes, no more than two mistakes are allowed.
Then there will be a demonstration of driving skills, first in the conditions of the autodrome, and then in the city.
Upon successful completion of all stages, you can pay the state fee for the issuance of rights. Otherwise, you will have to retake to the bitter end.
