Since July 1, 2012, lawmakers have increased fines for motorists for incorrect parking. Moreover, in Moscow and St. Petersburg, the amounts of penalties are significantly different from those in the rest of Russia, and are already approaching the amounts that are paid in Europe. However, according to auto experts, the behavior of Moscow motorists practically did not change, and they did not start parking more correctly.
Why, then, a fine of 3 thousand rubles does not force Moscow drivers, unlike European ones, to comply with the parking rules? Of course, not at all because Muscovites are richer than those in Paris or Barcelona. One of the reasons for this behavior is the absence in Moscow of a special parking police, such as the one that works on the streets of European cities. This body is only concerned with detecting violators and issuing fines to them.
It is preferable for the Russian traffic police to catch those who violate the traffic rules on the roads, fining for driving into the opposite lane or speeding. Writing out a fine for incorrect parking, the traffic police officer works on the budget, so the road inspection has no particular desire to deal with those who park incorrectly.
In addition, the inevitability of punishment is not at all obvious. Indeed, in Europe, a car number is rigidly tied to the identity of its owner, and according to it in the database, one can determine not only the surname and first name, but also the fiscal address at which he receives all the invoices. Therefore, it is quite enough for the inspector to simply write out a fine and stick the receipt on the windshield. In Russia, a driver can receive receipts to the registration address, while he himself lives in another locality.
In addition, in Russia, the process of fixing a violation takes much longer. An ordinary traffic police patrol does not have the right to issue a fine - this is done by the crew, who fixes a violation of the parking rules with a special video recorder. In the capital, this is being done by employees of the Center for Traffic Management. There are only 10 such cars equipped with the necessary devices. For a car to be considered incorrectly parked, it must be photographed at the same place using the device twice within 5 minutes. If at this time the car remains standing, its data is transferred to the traffic police database.
It is clear that at such a pace it is impossible to track all vehicles parked with violations. In addition, drivers receive receipts of fines in a week or two, so many of the violators have not yet been punished and have not felt the need to correct themselves.
