According to the unkind Russian tradition, gasoline and diesel fuel are most noticeably more expensive in autumn. So, in 2012, motorists and not only they are waiting for a rise in price. Indeed, following the rise in prices for petroleum products, prices for all other goods and services are rising.
In 2012, the cost of fuel promises to overcome the psychological barrier of 30 rubles per liter. The authorities attribute prices to seasonal factors. It is at the end of summer that the economically active population returns from vacations, the harvesting season begins in the countryside, so the demand for gasoline increases. And an increase in demand must lead to an increase in prices - these are the laws of economics.
In addition, the cost of gasoline and diesel fuel is significantly influenced by world oil prices, which have recently shown a steady upward trend. The influence of this factor is most clearly traced in relation to diesel fuels, the wholesale prices for which increased more seriously than for gasoline. This is because it is more profitable for fuel and energy companies to export diesel fuel, which they do. Naturally, the rise in the price of oil products, which has already occurred this year, has more to do with diesel fuel than gasoline.
On the other hand, at the end of July, the Ministry of Finance of the Russian Federation proposed to change the excise policy in favor of producers of high-quality fuels of ecological classes Euro-4 and Euro-5. We are talking about reducing excise taxes on these types of fuels, so that losses from the gradual abandonment of the production of low-quality gasoline could be reduced. In particular, the amount of excise taxes will increase from 3 to 7-8 rubles per liter. At the same time, the increase in excise rates, according to the fuel and energy companies, is not a reason for the fall in price hikes.
But in the fall, there will be no shortage of gasoline, which was observed in previous years. Indeed, in some years it was the deficit that had arisen that became the reason for the high growth of its cost. All refineries, which traditionally get up for preventive maintenance in the fall, have created reserve stocks.
Also, according to Rosstat, fuel in 2012 has already risen in price by an average of 2 rubles. Moreover, out of 71 constituent entities of the Russian Federation, in 6 constituent entities a slight increase in prices was noted, and in another six there was a slight decrease.
Comparing domestic and foreign prices for gasoline, experts note a similar rise in cost in other countries. So, in the United States, just over the summer, prices jumped by 30 cents (10 rubles) and reached $ 1.05 per liter (more than 33 rubles per liter). Moreover, unleaded gasoline has risen in price more than leaded. However, prices are expected to fall due to the end of the summer auto season in the fall.
