According to Russian law, a citizen without a driver's license has the right to buy a car. However, in this case, he will not be able to sit behind his wheel, as well as issue an OSAGO policy in his name.
To begin with, it should be noted that being the owner and having the right to drive a vehicle are far from the same thing. You can purchase a car from an authorized dealer or from a private seller absolutely without any problems without having a license to drive this vehicle (for example, this can be done at the beginning of training for a driver's license). By law, no one can prevent you from making such a purchase.
Buying a car on credit without a driver's license
If you do not have the required amount to purchase a car (for example, you only have a part of the total purchase price), then you can always apply for a car loan for a vehicle you like without a driver's license. Banks do not have the right to prevent you from obtaining a loan for such purposes if you have all the necessary documents (application form, 2-NDFL certificate, confirmed income, passport, permanent residence permit or temporary registration document, as well as military ID, SNILS, etc.) etc.). The main thing is to issue MTPL within the specified time period (up to 5 days from the date of purchase), since in the absence of a policy, a person who has the right to drive your car will be issued fines (500-800 rubles), and ultimately the registration numbers will be removed.
However, there may be problems with the registration of OSAGO. It will not work to make a policy in your name, since you have no rights. In this case, you can make insurance for a relative or friend.
Fines for driving your car without a license
If at the time of stopping your vehicle, the traffic police find out that you do not have a driver's license with you (you forgot it at home, or it is absent in principle), then you will be subject to penalties. You can be given a warning, fined 500 rubles, confiscated a car, banned from driving until the reasons for the violation of traffic rules are clarified and eliminated.
If you left for the city, and you do not have a driver's license at all, then the traffic police will write you a fine of 5-15 thousand rubles (in accordance with Article 12.7 of the Administrative Code). In the event that you have previously been deprived of the right to drive a vehicle, then you can be fined 30 thousand rubles, imprisoned for 15 days, or by court order to appoint 100-200 hours of community service. If your car is confiscated and taken to an impound parking lot, and after applying any type of fine, you will have to pay for parking, except for 1 day.
