The crisis in the global and Russian economies continues, so more and more forecasts are being made about the imminent introduction of a "luxury tax". This means that on a progressive scale, fiscal fees will be levied on movable and immovable property that falls into this category. In mid-July 2012, the Ministry of Finance published a draft federal law introducing amendments to the Tax Code concerning, in particular, an increase in the transport tax on vehicles with high power.
The proposed amendments to the Tax Code will take effect on January 1, 2013. According to them, the transport tax on vehicles with high power will change significantly. Its minimum rate for cars with engine power exceeding 410 hp will increase to 300 rubles per horsepower. Those cars that do not fall under this definition will be taxed on the old scale, the amount of which is half that.
In addition, the law prohibits regions from lowering the tax rate on road transport by introducing appropriate amendments to local legislation. But it is allowed to increase it at least 10 times. If the regional authorities exercise this right, then the owners of powerful cars will have to transfer more than 1 million rubles to the budget annually.
One thing is good - sports cars participating in competitions will not be taxed at an increased rate, no matter how powerful the engine they are equipped with. However, cars with high power, but rolled off the assembly line before 2001, will also be taxed at the old rate, apparently out of respect for their age.
Powerful motorcycles and jet skis with engines from 150 HP, boats and yachts with engines from 300 HP will also be subject to an increased tribute - the average tax rates will be increased by 5 times. The relief will also affect "veterans" who were released before January 1, 2001. For racing motorcycles, the tax rates remain the same.
For powerful motorcycles, the tax rate rises to 25 rubles per horsepower, for jet skis - up to 250 rubles, for boats - up to 100 rubles and for yachts - up to 200 rubles.
The new law will apply not only to supercars from Lamborghini, Bugatti, Ferrari, Maserati, Porsche, Aston Martin, Bentley, Chevrolet Corvette and Roll-Royce. Some Mercedes, BMW, Jaguar models will also become expensive for their owners. So, the increased rate will be paid by owners of a 6-liter Mercedes and a 7-series BMV, a Jaguar XK with a 5-liter 510 hp engine.
