On July 18, 2012, the Federation Council approved a law on the introduction in the Russian Federation of a recycling fee for used and new cars. The fee will need to be paid from September 1, 2012 for each vehicle produced in the country or imported from abroad.

The exception in this case is the personal cars of diplomats and members of their families, displaced persons and refugees upon their return to their homeland, rare cars - produced more than 30 years ago. Cars imported from the territory of the Customs Union also fall under the exception.

The burden of disposal should be borne by importers and manufacturers. Thus, it will be included in the cost of cars. If an individual independently imports a car from abroad, then the fee is paid independently.

The introduction of a collection of legislators was forced by Russia's accession to the WTO. In this regard, the country will inevitably have to reduce import duties on foreign cars. The recycling fee will help to compensate for this damage to the budget.

The arrival of foreign manufacturers on the Russian car market, the growth of the domestic auto industry in recent years raised the question of the need to build new factories for the utilization of old cars. And this requires considerable finances. An appropriate infrastructure must also be created, including points of reception of cars, dismantling enterprises, shredding plants.

Experts estimate that over the next decade, about 3 million passenger cars will be retired from service every year. And for their disposal, at least 30 factories will be required.

The recycling infrastructure must be self-sustaining. But so far, neither businessmen nor car owners have incentives to create and use it, since recycling is a laborious and costly process. Therefore, the state plans to facilitate the creation of such a profitable business by providing subsidies for construction and to cover the operating costs of enterprises. The state also has to make this kind of business profitable for entrepreneurs.
