Obtaining a Russian-style driver's license for a citizen of Ukraine, like any other foreign state, is not expressly provided for by law. However, there is a way out of this situation.
It is necessary
- - identity document (passport);
- - a document confirming registration at the place of residence or at the place of stay;
- - medical certificate of the established form;
- - a document on the completion of training (except for those who studied independently);
- - a previously issued driver's license (if any);
- - the photo;
- - receipt of payment for exams
Instructions
Step 1
If you are a citizen of Russia and Ukraine (dual citizenship), and your driver's license was obtained on the territory of Ukraine, exchange it for a Russian license. The difficulty lies in the fact that you will have to pass a theoretical exam, since the traffic rules of Russia and Ukraine are different.
Step 2
In addition, prepare and submit the package of documents listed in the "What is required" field. The exchange procedure is regulated by paragraph 40 of the rules for passing qualifying exams and issuing a driver's license. In this case, a document confirming the completion of training is optional.
Step 3
If you do not have Russian citizenship, obtaining a Russian driver's license will be more difficult. According to clause 46 of the same rules for passing qualifying exams for persons temporarily staying in the territory of the Russian Federation, the replacement of foreign driver's licenses with Russian ones is not made. Also, Russian licenses are not issued in exchange for lost or stolen foreign IDs.
Step 4
In this situation, get a driver's license on a general basis by passing the theoretical and practical exams. This is provided for in paragraph 45 of the rules for passing qualifying exams. If you successfully pass these exams, you will receive rights for the period of validity of registration of documents for the right to temporary stay in the Russian Federation.
Step 5
Pre-pass training at a driving school. However, you can pass exams at the traffic police after self-study, i.e. without schooling. To implement the last option for obtaining a license, you must be able to drive a car and perfectly know the rules of the road of the Russian Federation.
Step 6
If you came to Russia for permanent residence from Ukraine, exchange your driver's license for a Russian one. For this, the law provides for a period of 60 days, during which the old certificate continues to be valid. The course of this period begins from the day of receipt of a permanent residence permit from the internal affairs bodies of the Russian Federation, or from the date of entry into the territory of the Russian Federation, if this permit was obtained from a diplomatic mission or consular office in Ukraine.
