Step 1
If your documents have been stolen, then you need to contact the regional police body at the place of theft and write a statement addressed to the district police officer. Your application will be considered within a certain period of time. Usually, in such cases, an investigation is not carried out, since it is almost impossible to find the stolen documents. The police must issue you a document confirming the fact of theft.
Step 2
Take the passport of the technical means, the pass on the passage of the technical means, the CTP insurance policy, the civil passport and contact the traffic police department at the place of registration. If the car is young, then you do not need to fit it. However, in some traffic police departments, employees are asked to show the vehicle for inspection and verification of body and powertrain numbers.
Step 3
Write an application addressed to the head of MOTOTRER with a request to issue a duplicate of the registration certificate of your car. Pay a fee of three hundred rubles for the issuance of a duplicate and attach the receipt to the application.
Step 4
If, along with your registration certificate, your technical passport was stolen, you will have to pay another state fee in the amount of five hundred rubles.

Please note that if you need to change the passport of a technical device, then the registration certificate is automatically subject to replacement, since the TCP number is duplicated in it.
Step 6
Attach a special certificate to the passport of the technical device, which testifies to the termination of the criminal case on the fact of theft of your documents (you need to get it from the police department where you submitted the statement about theft).
Step 7
In the event that the passport of the technical device is also lost, the following phrase should be written on the reverse side of the application: "The passport of the technical device was lost under unknown circumstances, I exclude the fact of theft, number, signature."
Step 8
After that, the traffic police officer will check the entire package of documents, verify the numbers on the car and issue a new technical passport and registration certificate marked "Duplicate".
