According to federal law, vessels whose weight does not exceed two hundred kilograms, inclusive, are not subject to state registration. If an engine was installed on the boat, then its power should not exceed 8 kilowatts. Boats and other floating equipment that belong to the vessel are also not registered. Another category not subject to registration is sports sailing vessels with a length of no more than 9 meters, not equipped with resting places and without engines.
If your boat does not fit into these parameters, then, before launching it into the water, you need to obtain two documents: this is a small boat's ticket and a certificate for the right to drive it. Otherwise, the state inspector for small boats has the right to impose an administrative penalty on you.

How to get a ship ticket
A ship ticket is issued after passing the procedure for state registration of the ship. To do this, you need to contact the nearest branch of the State Inspection for Small Vessels (GIMS) with a corresponding statement. It is required to provide a passport or other identity document; a document confirming the right of ownership (sale and purchase agreement, certificate of inheritance, donation agreement, judicial act that has entered into legal force, etc.); technical passport for a ship of industrial construction, engines and outboard motors for it with notes about trading organizations or a user manual (service book); a certificate confirming the exclusion of the vessel from other ship registers; information for the compilation of identifiers in the system of interdepartmental electronic interaction (SMEV). Upon request to the SMEV, the inspectorate employees take the rest of the necessary documents, including data on the payment of the state duty. The boat's ticket will contain the registration number of the vessel, which will then need to be applied to both sides with indelible paint.
The license to drive the boat is not required if its engine power does not exceed 3.68 kilowatts (5 horsepower).
How to get the right to operate a boat
First you need to go through training. It lasts about a month and takes place in full-time, part-time, remotely and, in exceptional cases, externally. At the end of the course, a certificate or certificate of the established form is issued, which, however, does not give permission to operate the vessel. The rights themselves can be obtained only after certification in the state inspection for small boats, which includes a theoretical exam and a test of practical skills. To do this, in addition to the above document on the completion of navigation courses, the State Inspection Service must provide a medical certificate of suitability for driving a small boat in the form approved by the order of the federal executive authority in the field of health, two photographs 3x4, passport and TIN. The license contains information about the permitted type of watercraft and the permitted navigation area.
