The law is harsh
This situation could not last forever. On September 1, 2013, amendments to the Code of Administrative Offenses of the Russian Federation came into force. These amendments strictly stipulated the validity period of the transit number.
Registration marks "TRANSIT" are issued for a period of 20 days.
There were similar restrictions before. But the cost of a trip with expired transit numbers has increased significantly.

1. Driving a vehicle that is not registered in accordance with the established procedure - shall entail the imposition of an administrative fine in the amount of five hundred to eight hundred rubles
The penalty became very sensitive when the violation was repeated. In extreme cases, the driver could temporarily lose his driver's license.
1.1 Repeated committing of an administrative offense provided for in part 1 of this article - shall entail the imposition of an administrative fine in the amount of 5,000 rubles or deprivation of the right to drive the vehicle for up to three months.
These measures seriously disrupted the fraudulent scheme. But loopholes still remained.
And then the decisive move was made.
The final blow
On October 15, 2013, a new administrative regulation came into effect.
It is now possible to register a car, remove it from the register, register a purchased car in any department of the State Traffic Safety Inspectorate, in any city of Russia. Regardless of the registration of the motorist.
In the course of the sale and purchase, the car is not removed from the register. New cars in showrooms are ready for use, with license plates screwed on.
Transit numbers are a thing of the past. The car has only full-fledged license plates.
For the sake of truth, it should be noted that transit numbers have not disappeared at all. But they can only be used for scrapping a car or exporting it abroad.
