Step 1
Obtain permission from the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia in the region of your residence. For this purpose, you need to contact the traffic police at the place of registration of the vehicle. There you will be provided with a special application form. Fill in all the required fields directly in the traffic police department. The whole process will take very little time.
Step 2
Please note that the form must contain information about the vehicle, information about the owner of the vehicle, the place to apply for the conversion and the decision on the application. Therefore, prepare in advance a passport of a citizen of the Russian Federation, PTS and a power of attorney (if you are not the owner) and take them with you to the traffic police department. Based on the completed application, the inspection will issue you permission to make changes to the design of your vehicle.
Step 3
Prepare your vehicle for conversion. There should be nothing superfluous on it. For example, to install a van on a truck chassis (GAZelle), dismantle the existing van or platform. That is, after preparation, only the cab, chassis and platform should remain.
Step 4
Pick up the finished vehicle at the set time along with all the documents that must be submitted to the traffic police. They can be "Certificates of Conformity" defined by GOST, "Vehicle Approval", invoices for the purchase of installed equipment. Other documents may also be needed depending on your specific situation and the tasks that will be posed before re-equipping the vehicle.
Step 5
Submit the entire package of documents to the traffic police department at the place of registration of your car. All this will help you to obtain a "Certificate of approval of the vehicle design to safety requirements" and change the data in the "Vehicle passport" or get a new Title. Once you have done this, the vehicle can be driven to the station and refitted as planned.
