Many motorists believe that a traffic police officer can stop him to check documents exclusively at a stationary post. And by braking his car on the road, he violates the driver's rights. It used to be so, but now it is a big delusion.
On August 23, a new Order of the Ministry of Internal Affairs of Russia was issued under the number 664, which, among other things, regulates the rules that allow the traffic police inspector to stop cars. However, if the driver does not commit any offenses, shows maneuvers with turn signals and even turned on the low beam, then the traffic cop cannot stop him on the road with a requirement to show documents. There must be grounds for such actions.

There may be several such reasons. This is not only a clear violation, but also information about the accident that happened in the city with an orientation to a similar car, because eyewitnesses do not always have time to remember the license plate of the car, but only tell law enforcement officers its brand and color. Also, the traffic police department often conducts various activities aimed at improving road safety. For example, a certain day can be devoted to the action "sober driver", which results in the output of statistical data.
Need a stop
But checking documents is a secondary matter that follows a car stopping. To just wave a wand in front of your car, an auto inspector has much more reason. At the same time, he has no purpose to check the driver's license and documents for the car. This includes the already mentioned orientation. It should not be forgotten that employees of the state traffic safety inspectorate have the right to stop someone else's vehicle and use it on duty when it is necessary, for example, to chase a criminal. Also, if an accident has occurred in front of the driver, he can be stopped as a witness, as an attesting witness, or simply questioned about what he saw. In this case, only his passport data will be required, but not a book with auto documents. In the end, the vehicle can be stopped by a traffic controller, for example, for the passage of special vehicles. Such a stop occurs without communication with the representative of the law.
But also the reason for a simple stop of the car is a possible violation of traffic rules, which the inspector still has doubts about. From a distance, the traffic police inspector may think that the driver has not fastened his seat belt, especially if he is wearing black. And suspicions of drunkenness may arise if the car behaves strangely on the road, makes sudden movements and unreasonable turns. By stopping the car and coming closer, the inspector either excludes such a possibility, or confirms his assumptions and requires documents.
But there are also tricks for drivers that they can use. There are legitimate reasons not to stop. For example, if there is poor visibility on the street and there is no certainty that it is a traffic police officer on the road, or if the demand to stop occurs in a place that is not prescribed by traffic rules.
