The ATV is a working transport for farmers, hunters and fishermen. In our country, few perceive it as a serious technique. The ATV is often associated with extreme competitions, off-road driving and just outdoor activities. But in Russia, ATVs are gaining popularity and are confidently entering the market.
In accordance with Russian standards, ATVs are divided into two categories: light and heavy. Light ATVs have an engine power of no more than 5.5 horsepower, a maximum speed of 45 km / h and a mass not exceeding 350 kg. Heavy ATVs are vehicles weighing no more than 400 kg and engine power no more than 20 horsepower.
In our country, the issue of registration of ATVs was resolved quite recently. If in Europe it is possible to drive light vehicles without a driver's license, in Russia even light ATVs are subject to registration. Don't be alarmed, the procedure is pretty simple. It is carried out by the bodies of the State Technical Supervision (Gostekhnadzor), the divisions of which exist in each region.
To register an ATV, you need to contact the Gostekhnadkhor subdivision at your place of residence and provide the passport of the self-propelled vehicle obtained when purchasing the equipment, and a certificate-account on the registration organization's letterhead. Equipment of this kind is not subject to compulsory insurance. However, you have every right to insure the ATV of your choice.
After reviewing the documents, you will be given a Certificate of State Registration, a license plate and a technical inspection coupon. You will be required to undergo a technical inspection every year. After all, many ATVs are equipped with the attributes of a full-fledged vehicle: direction indicators, lighting equipment, etc. That is why they must be registered.
As for the right to drive an ATV, you must have a driver's license with a "Tractor driver's license" category A. It is issued for a period of 10 years and prohibits persons under 16 years of age from driving the equipment. You can also get the right to drive off-road vehicles in the State Technical Supervision Authorities by passing theoretical and practical exams.
