For every car there is such a concept as "environmental class". To which class a particular car belongs can be judged by the presence of harmful substances, as well as their quantity, which each car emits.
Among the harmful substances that a car emits are those fuel products that are released in the engine during operation: carbon oxides, nitrogen oxides, hydrocarbons and many others.
The Russian government is gradually introducing new environmental standards. So, at present, Euro-2010 is in force, but since 2014, Euro-5 will already operate in the country. If the car is purchased abroad, then it is necessary to find out the class of the car before buying it. So, if the car has "Euro-4", then you can be calm. When buying, you will not need to prepare any additional documents that are related to the ecological class.
So how do you know the class of a car? Certification bodies are engaged in this procedure. And in order to have more approximate data on the ecological class, you can use the databases of those environmental certificates that were issued earlier and posted on the website of the Federal Agency for Technical Regulation (gost.ru). To find out the ecological class of your own car, you need to know its vin number. This number must be matched at the level of the first nine characters. The car's engine model must match exactly. If, at the level of the first nine characters, a different environmental class is issued (for example, Euro 4 and Euro 3), then a larger number of characters of the VIN number should be entered. But even in this case it may happen that there is no definite result. Then this vehicle must undergo a certification procedure in order to find out the class of the car. The environmental certificate will be issued by an official body.
The introduction of an environmental classification will make it possible to impose a different tax on vehicles, depending on its environmental class. If the ecological class is low, then the owner of the vehicle must pay a large duty and transport tax. All necessary information will be transferred to the tax authorities, which will calculate the tax.
