It is expected that from January 2013, traffic offenders will be able to pay an administrative fine with a 50% discount if they hurry and deposit funds into the budget within 10 days from the date of the violation.
Such amendments to the Code of Administrative Offenses were introduced by the deputy chairman of the parliamentary committee for state building Vyacheslav Lysakov. Members of the State Duma voted for this project almost unanimously.
To date, the violator of the traffic rules has been given 10 days to receive a copy of the document on an administrative offense and to consider the case in court. After 10 days, the decision is considered to have entered into force. An additional thirty calendar days are provided to pay the fine.
According to the new amendments, if the offender pays 50% of the issued fine, does not go to court to consider the case of the offense, the entire amount will be considered repaid.
This amendment to the bill is designed for conscientious drivers who are ready to admit their guilt without additional legal proceedings and pay a fine for violation in a short time.
To date, the maximum fine for violation of traffic rules is five thousand rubles. With a 50% discount, there are significant savings.
This bill is aimed at replenishing the state budget, and not the pockets of unscrupulous inspectors. It is no secret that when traffic rules are violated, many drivers try to solve the problem "in Russian" and pay the inspector 50% of the fine in cash so that the protocol is not drawn up.
If the violator knows that he can, on a completely legal basis, pay half the amount of the fine to the budget, there will simply be no need to negotiate with the inspector.
In an explanatory note, Lysakov recalled that the adopted amendments will help to achieve an awareness of the inevitability of punishment. For example, in 2011, more than 50 million fines were issued to drivers. Most of the receipts for up to 1,000 rubles remained unpaid. The Federal Bailiff Service is forced to handle more than 10 million cases of compulsory collection of traffic fines, the total amount of which reaches 4 billion rubles.
