Currently, the payment of fines for violation of traffic rules occurs without any discounts for all citizens of the Russian Federation. However, the State Duma is considering a new bill that will ease the responsibility of the driver for minor violations on the road. So, the amount of the fine in case of voluntary and timely payment can be reduced by 2 times.

The new bill was proposed by Vyacheslav Lysakov, First Deputy Chairman for Constitutional Legislation and Urban Planning. If the document is accepted, the driver will receive a 50% discount when paying the fine within 10 days from the date of drawing up the protocol. If he does not meet this deadline, he will have the opportunity to pay off the full cost of the fine within 30 days. In the event of a complete delay in payment of the fine, administrative measures may be applied to the offender, which are expressed today in the imposition of a double fine or in arrest for a period of 15 days.

Such a practice, according to Vyacheslav Lysakov, will contribute to the payment of more fines, which will bring additional funds to the budget. And today this is a rather big problem - according to the State Traffic Inspectorate, the collection of fines in the country last year did not reach even 50% of the imposed amount. Most often they do not pay minor fines.

Also, this bill can help in the fight against corruption on the roads, because motorists are more willing to give a smaller amount to the state budget than they will leave the full cost of the fine in the inspector's pocket. In addition, the deputy considers it necessary to cancel the existing arrest for 15 days for an overdue fine if the fine was not paid on time for the first time. And limit yourself only to doubling the payment amount.

Such laws have already yielded positive results in countries where they have been in effect for a long time. In France, for example, the driver has the opportunity to pay only half of the fine in the first 15 days from the moment it was imposed. And in case of non-payment, a penalty is assigned for each delayed day.

Also, the State Duma is considering increasing the amount of the minimum fine (100 rubles) twice, since the procedure for collecting unpaid payments costs the authorities at least 300 rubles. This will also require amendments to the Code of Administrative Offenses of the Russian Federation, which are now being prepared.
