A car can be deregistered either by the owner himself or by another person, including the buyer of the car, with a general power of attorney. In the second case, it is the buyer who must visit the MREO of the traffic police and deregister the car. The procedure is the same as when the owner deregistered the car, and only a general power of attorney is added to the set of necessary documents.

Step 1
The law requires that a general power of attorney list all registration actions that the owner of the car entrusts to a third party with respect to his property. Therefore, when drawing up the document, make sure that its text contains actions both to remove the car from the register and to register it in your name. If they are not listed there, you will not be able to deregister the car or put it on it on your own behalf.
Step 2
Collect the package of documents for deregistering the car. You will need: your passport, vehicle passport and car registration certificate, driver's license, paid receipts of state duties. You can pay for the latter through the terminal on the spot or in advance at Sberbank. Details for payment and the current amount of state fees are usually posted on the websites of the regional traffic police departments. All state fees must be paid on behalf of the actual owner of the car. In the application for the removal of the vehicle from the register in the upper part, also indicate its data. Step 3
In most regions, you can make an appointment in advance by phone, and in some of them via the Internet (the possibility must be clarified in a specific State Traffic Safety Inspectorate, usually information about this is on the official website). But they will accept you on the day of treatment on a first-come, first-served basis. It is believed that there are fewer people in the queue after 14-00.
Step 4
Current legislation allows you to keep the existing license plates on the car, if the seller and the buyer live in the same region. If your transaction meets this condition, you will not have to remove the old numbers, receive transit numbers, and then new ones and pay the corresponding state fees.
Step 5
At the appointed time (or when the turn comes) drive the car to the inspection site. After the inspector and the expert check the VIN and the engine number, and you twist the old numbers, if there is a need to change them, go to the MREO room and give the inspector (usually through the window) the entire set of documents and old numbers for the car (if necessary, replace them). Then you just have to wait for the call and get a new vehicle passport and, if applicable, transit numbers.
