In 1990, Russia was admitted to Interpol, and immediately information about stolen cars began to enter the federal database. Typically, information about a particular stolen vehicle arrives in the database with a delay - sometimes for several months, and sometimes for several years. This means that the recently stolen car will either be found very slowly, or it will not be found at all. As a rule, hijackers do not drive such cars: the car will be sold or disassembled for parts. Most of them are fictitiously resold several times after crossing the border. In these cases, corrupt customs officers and traffic police officers are involved, who can easily check the car for theft, but are not interested in doing so. During intermediate resale, cars are registered with dummy people, as a rule, with homeless people, or they are issued according to stolen documents. Indeed, such a car is sold to the last owner. If he is detained, then it is almost impossible to trace the entire chain of resale and find the hijacker.
If a citizen bought a stolen car and this fact was revealed, then the car will be confiscated, but they will not rush to return it to its owner. In 1995, the General Prosecutor's Office of the Russian Federation gave an explanation, which stated that the car can be returned to the original owner if no one disputes the right to property, as well as by a court verdict.
