Scooter drivers will soon be required to have category "M" rights, which they are required to present at the request of the traffic police. You can get a license to a scooter right now, it is worth completing the relevant courses. The cost of training is 800 rubles. Most likely, when the bill comes into force, the cost of courses will increase. After completing the training, the scooter driver will have to pass a comprehensive exam at the traffic police for knowledge of theory, markings, traffic controller gestures, etc.
However, to date, the bill is under consideration by the Duma and it is not known when those wishing to ride a scooter will have to acquire the rights to it. To date, the normative base for obtaining the rights of category "M" by scooters has not been finally formed. According to the rules of the road, today a scooter is not a power-driven vehicle, since any changes on this issue have not yet been made to the traffic rules. That is, today it is allowed to drive a scooter without having a license.
However, a fine for driving a scooter without a license has already been determined - 800 rubles. Also, soon it is planned to introduce penalties for driving this vehicle while intoxicated.
What are the reasons for such measures
It is possible to relate to these measures in different ways, but the fact that most scooters do not know or deliberately ignore the rules of the road is pointless to deny. In addition, many "craftsmen" manage to increase the power of the scooter's engine, so that it becomes dangerous for all road users - drivers and pedestrians.
