The issue of parking rules in the courtyards worries not only car owners, but also all residents of the house. Incorrectly placed cars not only interfere with pedestrians, but can also become a serious obstacle in emergency situations.
The law is on the side of pedestrians
The daily picture of Russian cities is sidewalks cluttered with cars and improper parking in residential areas. Unfortunately, so far there are fewer places for free placement of personal transport than the cars themselves. There are a lot of reasons for this, ranging from underdeveloped infrastructure to a lack of driving culture. But there are times when an incorrectly parked car becomes a serious obstacle to the passage of pedestrians and, moreover, creates an obstacle for the passage of special services. Does the traffic police have the right to evacuate a car that is parked on the sidewalk in the courtyard of a residential building? It has! And this rule is regulated by the Decree of the Government of the Russian Federation "On the approval of the rules for the detention of a car", article 759.
Evacuation according to all the rules
Of course, one thing is a car with violations on the roadway, and another - in the yard, where traffic police cars are rarely visited. To evacuate a car from the local area, residents need to call a tow truck themselves. This can be done in several ways. First of all, you need to call the district traffic police department and tell about the situation. Ideally, this should be done by several tenants. The more calls and applications for a specific car, the better. If there is a city evacuation service in the city, you need to report the problem there as well. This way, there is a greater chance that the appeal will be noticed and taken action. The evacuation of the problem car is always carried out in the presence of a traffic police inspector, who will write out a protocol. The tow truck has no right to take the car away just like that.
Auto trash for export
If there are abandoned cars in the yard (burned out, rotted, disassembled), the owners of which have not appeared for a long time, such vehicles must also be removed. City services are involved in the removal of auto junk. To call them, you must leave an application on the portal of the local administration (prefecture). Requests for the evacuation of abandoned vehicles are considered by a special commission. If it is not possible to find the owner of such a car, the car is taken to an impound parking lot. And frank trash is disposed of. But in order to evacuate such vehicles, residents will again have to be persistent. The complaint should be a collective one, preferably with photographs and arguments why this car needs to be taken out urgently. It is best to appeal to the terrorist threat.
There are some cases when an interfering, but parked according to the rules, car is evacuated within the yard, and the driver will not be fined. If, for example, the road or communications are being repaired, and the car interferes, it can be moved to another place (to a neighboring yard). Sometimes cars are rearranged for travel and convenient location of emergency services.
