In connection with the introduction of certificates for the utilization of cars, the problem of abandoned cars has been partially solved. It is more profitable for the owner of the car to hand over the car for recycling than to leave it unattended. Additionally, the government of the constituent entities of the Russian Federation is introducing its own bonus program for the disposal of old cars. The practice of granting a subsidy for recycling has long been introduced in many countries of the world: in Germany, France, Japan, Italy, Spain. The amount of the donation ranges from $ 1,245 in Japan to € 5,000 in Italy.

Instructions

Step 1

Contact the traffic police or the police department at the location of the abandoned car. If there are license plates on the abandoned car, the staff will identify the owner. However, if the car is thrown not on the road, but in the courtyard of the house and does not interfere with traffic, the owner can be forced to remove the car only in court. Due to the length of the court proceedings (the process takes about a year), there will not be anyone willing to do this. The situation is compounded by the lack of regulatory laws obliging the owner to dispose of the vehicle. Usually, the owner removes the car from the register for disposal and abandons it. Further actions performed with the car do not apply to the traffic police department.

Step 2

Talk to the owner himself if known. Transportation of a car to scrap metal collection points costs about 1,000 rubles. In large enterprises for the processing of scrap metal, used cars are accepted for scrap for 2-3 thousand rubles, subject to self-delivery. You can offer to independently organize the recycling process.

Step 3

Check with your local improvement and utilities office. In large cities, municipal organizations can create collegiate commissions that have the right to independently dispose of abandoned cars. This commission includes representatives of local authorities and the traffic police.

Step 4

According to the Civil Procedure Code of the Russian Federation, any movable thing can be declared ownerless. To do this, file an application with the court at your place of residence or at the location of the abandoned car. The application must indicate: which thing is subject to recognition as ownerless, its main features must be described and evidence must be provided indicating that the owner has renounced ownership of it (the owner is absent) and evidence that the applicant has taken possession of the thing. The court makes a decision on recognizing the abandoned car as ownerless and transferring it to the ownership of the person who took possession of it (the applicant).
