Registering, that is, registering with the traffic police, a homemade vehicle is now quite difficult, but possible. The very process of registering "homemade", in principle, does not differ from the registration of a car purchased in the usual way. However, the catch here is the need to go through the certification procedure.
Instructions
Step 1
So, the first step towards the official registration of a homemade vehicle (STS) is to obtain a certificate for its compliance with the requirements of Russian (GOST R system) and international legislation (UNECE Rules).
The technical check of the STS is carried out by a duly accredited testing laboratory (center). Such laboratories are available in the departments of the traffic police (SSTO traffic police) or it can be an accredited PTO (maintenance point).
The entire inspection procedure is aimed at ensuring the safety of traffic, the environment, life, health, property, etc.
The document issued upon positive results of the conformity check is called "Vehicle Type Approval". This document confirms the safety of the vehicle design and is valid until the requirements for vehicles of this type are changed, that is, in principle, it is not limited.
Step 2
The system of test centers, technical services, certification bodies in Russia is managed by Rostekhregulirovanie, which can not only issue a certificate of conformity (“vehicle type approval”), but also suspend or cancel its validity.
The testing laboratory (center, technical service) examines the technical documentation received from the manufacturer, conducts certification tests and issues an opinion on the possibility of obtaining "vehicle type approval".
You can only go through this procedure once. That is, in case of refusal to issue "approval", it will not work to apply for it with the same JTS, it will be necessary to eliminate the reasons for the refusal by making changes to the technical condition of the JTS.
Step 3
To carry out the tests, an application for obtaining "vehicle type approval", the STS itself, an application confirming the distinctive features of the STS, design or other technical documentation and a technical description of the STS are submitted to the laboratory.
When manufacturing a STS using a base, previously certified vehicle, it is also necessary to prepare a list of changes made to the design of the base vehicle, as well as the corresponding design documentation for the variable nodes.
Step 4
Documents confirming the certification of compliance of the STS with the rules, regulations and standards in the field of road safety are submitted to the traffic police department for registration of the STS, along with the following necessary documents:
an application for registration of the vehicle;
a document proving the identity of a citizen;
a document certifying the ownership of the vehicle;
an insurance policy of compulsory civil liability insurance of the vehicle owner.
Based on the results of consideration of the submitted documents, the traffic police department draws up a certificate of registration of the vehicle, as well as a technical passport for it.
Step 5
Refusal to register a STS can be appealed to a higher traffic police body or immediately to a court.
