The new Administrative Regulations for the provision of state services for the registration of vehicles and trailers for them (Order of the Ministry of Internal Affairs of Russia dated 07.08.2013 No. 605) entered into force on October 15, 2013. The document contains a number of fundamentally new rules that should simplify and improve the car registration procedure.
1. Registration. This service is now available in any region of the country, regardless of the place of registration of the vehicle owner. Going to buy a car in another city, you can register it there.
2. Deregistration. This procedure is only possible in relation to vehicles that are intended for recycling or go abroad. If a car is sold, the seller should not deregister it: the car is sold with license plates under the new rules. The seller only needs to sign a purchase and sale agreement, and then the buyer needs to take care of changes in the registration data in the traffic police.
3. Change of registration data. The buyer is obliged to register the purchased car within ten days from the date of signing the purchase and sale agreement. Registration data is changed on the basis of an agreement. It should be noted that the buyer has the right to choose: keep the old registration plates or get new ones (this will cost more).
4. Preservation of license plates. Before the sale of the car (sale, exchange, donation, etc.), the owner must contact the traffic police department with a statement of the established form. These registration marks are reserved for the applicant and are stored for a maximum of 180 days (previously the period was 1 month). The car being sold will be given new registration plates, with which it will be put up for sale.
5. Duplicate license plates. Under the new rules, the vehicle owner is released from the obligation to contact the traffic police in case of theft or loss of registration plates. It is enough to contact a specialized organization for the production of duplicate numbers, pay the required amount and get the number.
6. The time for the provision of public services will be significantly reduced. The new document stipulates that you must spend no more than 1 hour 15 minutes in the traffic police departments: waiting in line (15 minutes), checking the submitted documents (20 minutes), examining the car (20 minutes), making a decision (10 minutes), issuing documents and registration plates (10 min).
