OKATO is the abbreviated name of the All-Russian classifier of objects of administrative-territorial division. OKATO codes are used to locate an object within socio-economic sectors.

Step 1
The OKATO code is assigned to any municipal formation on the territory of Russia. All formations are grouped and arranged according to classification levels: the first level includes the subjects of the federation (republics, autonomous okrugs and oblasts, krais, oblasts, cities of federal significance). The second level includes the districts that are part of the republic, region, territory, autonomous districts and regions, as well as cities and urban-type settlements of regional and regional subordination, inner-city districts of cities of federal significance. The third level of the classification includes cities and urban-type settlements of regional subordination, inner-city districts of cities of regional subordination, village councils. Each enterprise is registered at a specific address with a corresponding number in the OKATO. The length of the OKATO code is 11 characters, each character corresponds to an object bit in the encoding.
