If you bought a car that is being scrapped, but in good technical condition, the documents for it can be restored, but not in all cases. So, this car should not be disposed of under the state recycling program (when a certain amount was paid for the purchase of a new car for writing off the old one) or after the entry into force of Order No. 28 of the Ministry of Internal Affairs dated 2011-03-04.

Step 1
Recycling is very often subjected to cars by former owners, so you need to find and contact the person who is inscribed in the title. After that, you will have to somehow persuade the former owner, most often for an additional fee, to restore the car to the traffic police. The previous owner can do this on his own, without your presence, or by signing a power of attorney to restore the car in your name at a notary office. The second option, of course, is the best way out of the situation, because you will perform all the procedures yourself and you will be sure of the result. In addition, it will not be superfluous to notarize the fact of purchasing a car in the name of the new owner.
Step 2
Further, to remove the car from recycling, you will need a passport and a statement in which the owner of the car in a free form applies to the head of that section of the traffic police where this car was taken off the register for recycling. In the application, you must indicate the make and number of the car, engine, body, year of manufacture, the documents available for the car, such as title, numbers, power of attorney for the car are attached to it.
Step 3
Bring this car to the traffic police department for inspection. It is to bring it by a tow truck. according to all documents, even if the car is on the move, this vehicle is decommissioned and cannot independently move around the city. After that, you will have to wait a certain amount of time required to issue new documents for the car in the traffic police. After the car is restored, it will be assigned a new title, issued already for the current owner of the car.
Step 4
The previous owner of the car needs to correctly draw up an agreement on the sale and purchase of this vehicle, after which the new one becomes a full owner of the car and will be listed for this car in all bases of the road safety inspection.
