Step 1
Before purchasing an ATV, prepare for the A-license exams by taking a driving course. Pass the license exam, which includes not only the theoretical, but also the practical part (starting the engine, accelerating and decelerating, driving a semicircle, clearance corridor, "snake"). Obtain the rights and temporary permission to record violations in Rostekhnadzor. Sometimes private organizations that provide training can also assist in registering and maintaining ATVs, in the event that you do not want to do this yourself.
Step 2
Buy an ATV and contact your insurance company for a CASCO policy. Despite the fact that the ATV does not need to be registered with the traffic police, Gostekhnadzor often requires that all the conditions of voluntary insurance be met.
Step 3
Familiarize yourself with the terms of the insurance contract, especially with the clauses where the insured events are given and the lines and amount of insurance payments are agreed. Usually, the ATV insurance contract includes: falling, overturning, collision with another vehicle, damage from natural disasters or falling stones and trees, theft.
Step 4
Contact Rostekhnadzor to register your ATV. To do this, you will need a passport of a citizen of the Russian Federation, a technical passport of an ATV (issued by the store where you purchased it), an insurance contract (on demand) and a certificate-account paid in Sberbank (issued on a special form of Rostekhnadzor).
Step 5
Get a registration certificate, a license plate and a technical inspection pass. In the future, you will be required to inspect the ATV annually. However, in order to obtain a positive opinion on the condition of the vehicle, it is not necessary to take it to the central office of Rostekhnadzor. To do this, it will be enough for you to contact the local inspector.
