According to the rules for the registration of vehicles, trailers, approved by order of the Ministry of Internal Affairs of the Russian Federation No. 59 of 27.01.03. the number can be changed in the traffic police at the place of registration of the vehicle. To change the number, you must submit a number of documents provided for by these rules.

Instructions
Step 1
Contact the traffic police if the state registration number is damaged, lost or does not comply with GOST 50577-02. Write an application for a new license plate number, indicate the reason why you want to change the license plate number.
Step 2
If the number is damaged and is not suitable for further use, for example, due to an accident, then you must present the old state number of the vehicle, your general civil passport, and a certificate of the right to drive a vehicle. You are also required to submit an OSAGO policy, a certificate of state registration of a vehicle, PTS, a receipt for payment for issuing a new state number.
Step 3
If you have lost your numbers, which happens very often, write a statement about the loss of numbers and indicate when, where and how it happened. The loss statement has a unified form. His form will be given to you by the traffic police. In addition to these documents, you will need to provide a receipt for payment for the inspection of the car by an authorized traffic police officer and come by car for a direct inspection.
Step 4
On the basis of the submitted application with the specified reason, the documents provided for by law, you will be given other state numbers. You cannot get a duplicate of an existing or lost number, so you will be given a completely different number.
Step 5
If you bought a car and put it on the registration account, then you have the right to write an application for the change of state numbers. If you have not expressed such a desire, then you will be left with the same numbers that the car seller had.
Step 6
If the owner of the car does not have the opportunity to personally contact the traffic police and get state numbers, then a notarized authorized person can do this for him, since a notarized power of attorney allows you to perform any actions, put signatures for his principal.
