In any road transport organization and enterprise that has a fleet of vehicles on its balance sheet, a number of measures are required to monitor the condition of the driver and vehicle before leaving the line. Several people are responsible for the release of the car on the line - a paramedic, a dispatcher, a mechanic. In December 2017, an order was signed by the Ministry of Transport of the Russian Federation on pre-trip control of the vehicle. There are new rules for carrying out control measures aimed at monitoring and inspecting vehicles and drivers before leaving the line.

With the exception of some cases, three responsible officials can release a car on the line:

· Medic. Responsible for the well-being of drivers;

· Dispatcher. Controls the correctness of the voucher filling, checks the availability of rights.

· Mechanic of KTP. Monitors the serviceable condition of the vehicle.

In some cases, the mechanic-controller can combine dispatching duties. Since the mechanic checks the car last, his duties include checking the presence of the remaining signatures - the dispatcher and the paramedic.

An employee with a specialized higher education and who has worked as an engineering technician in motor transport for at least one year can be appointed as a mechanic-controller. In the presence of secondary specialized education, the length of service in the relevant positions cannot be less than 3 years.

Since the signature of the mechanic-controller is the last one, then he bears the maximum responsibility for the serviceability of the machine.

The pre-trip inspection includes the following activities:

· Reconciliation of documents. Vouchers are checked for the presence of a stamp of the organization and a mark of the dispatcher, a stamp and a mark of a medical worker.

· Records of the date of departure and return of the vehicle to the base;

· Readings of metering devices and fuel availability;

· Notes on road conditions;

· Notifications of traffic police and other persons.

After placing the car at the KTP, the waybill is removed to check the correctness of filling. If violations were recorded in filling out the voucher, then going to the line is prohibited until the shortcomings are eliminated.

Also, the mechanic's responsibilities include tracking the timely passage of the relevant MOT and CO.

Features of vehicle inspection before leaving the line

Having finished checking the papers, the mechanic proceeds to inspect the car. The following indicators are subject to mandatory verification:

· Visual inspection of the vehicle;

· Availability of standard equipment;

· Identification of possible damage to the body or individual units of the vehicle.

When leaving the garage, the car must be washed, without traces of drips of fuels and lubricants, and have a full standard equipment. Trucks transporting bulk cargo must have an awning.

In strict order, according to the maintenance plan, all the main components of the car are inspected.

Responsibility for leaving the car on the line

Existing laws provide for liability for negligent pre-trip inspection or release of a vehicle on the line without inspection. Penalties 20,000-100,000 rubles.
