Soon a new draft regulation will be developed that defines the procedure for passing exams for those wishing to obtain a driver's license. According to officials, this will help in resolving controversial issues between the State Traffic Inspectorate and handing over the license.

The content of the theoretical part of the exam for future drivers is planned to be kept unchanged. However, each error in the subject's answer will be accompanied by five additional questions. If a student is unable to correctly answer three main or one additional question, then the exam will not be passed to him. According to the current rules, the examinee is allowed to make two mistakes in the answers.

Practical tests will undergo more serious changes. Instead of the current three driving practice exam questions, there will be five compulsory exercises. A prospective driver of any of the categories ("B", "C" or "D") will have to demonstrate the following skills: making turns at right angles, stopping and starting to move on an uphill, parallel parking skills, reversing with a U-turn in a confined space … For those who want to open category "A" (motorcycle handling), the new rules provide for nine practical tests.

The current regulations for passing the driving license exams allow a second attempt to complete practical tasks if the first failed. The new project does not imply a second attempt.

Acceptance of exams in the city will become tougher. The tests are planned to be carried out on motorways with different traffic intensities. How and by whom the traffic intensity measurements will be made is not specified in the project.

According to the traffic police, the new document introduces the rules for passing exams in accordance with modern traffic conditions on the roads. So far, tests have been carried out according to 16-year-old standards. Meanwhile, during this time in cities there was a significant increase in the number of cars.

In 2010, the traffic police has already developed a new methodology for taking exams to obtain a driver's license. It was supposed to hand over the theoretical and practical parts at the autodrome in automatic mode to get rid of the human factor when assessing the skills of drivers. However, such rules displeased the Prosecutor General's Office, since they did not go through the registration procedure with the Ministry of Justice, so the traffic police decided to withdraw the methodology.
