The new administrative regulation on simplified vehicle registration will enter into force on August 1, 2012, and not July 1, as previously assumed. The innovations will greatly simplify the life of motorists.
In accordance with the new regulations, the car can be registered in any region, regardless of the owner's permanent residence. Throughout the entire operational period, the car will have the same state registration numbers. They can be replaced only in case of loss or as a result of the fact that the numbers have become unusable, which is extremely rare, for example, after an accident. This will significantly reduce the list of registration steps and will allow to partially cancel transit numbers. A transit number will be issued to owners of cars who leave for permanent residence in another region.
Reducing registration steps will help drivers save a significant amount of personal time. If at present the entire registration procedure takes from three hours, and in some regions with a large population of up to 5 hours, innovations will allow registration in a shorter time frame.
It will be possible to sell a car without removing it from the registration register. The new owner has the right to register the purchased car in any region.
Currently, if there is a temporary registration, a citizen is forced to put a car on temporary registration or return to the region at his permanent place of residence and take registration actions there. This procedure is extremely inconvenient for those who have come on a long business trip, to study, or on other equally important matters. The innovations will greatly simplify the registration procedure. The permanent address of the owner will be entered into the general database of the traffic police, the car will be registered.
Car owners who do not have permanent registration in any region of the Russian Federation will be able to register a car in any region, but registration will be made only for a certain period, after which it is possible to renew the temporary registration of the vehicle again.
As before, to register a vehicle, you will need a passport or other identity document of the owner, a vehicle passport, a receipt for payment of a state fee.
