If you bought a new car at a car dealership, most likely, you will be offered to carry out all the formalities for registering a car for a surcharge. But you can carry out this procedure yourself. Registration of cars is carried out by the MREO of the State Traffic Safety Inspectorate at the place of registration of the owner. You can make an appointment there by phone or online.

Instructions
Step 1
When the date of purchase is known (often in car dealerships there is no car of the desired model or color, and you have to wait a while), you can contact your MREO traffic police by phone or sign up via the Internet using the form on the website of the regional traffic police department at any convenient for you time, provided that it is free.
Step 2
The application form for registration can be downloaded from the website of the State Traffic Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation or your regional department of this department, the portal "Gosuslugi.ru" or from MREO.
To save time and paper, you can (subject to registration on the public services portal) fill out and submit an application online using an easy-to-use interface.
Step 3
On the appointed day, you must drive the car to the site for inspection of the MREO and appear at the appointment at the agreed time with a package of documents.
This is your passport or another document that replaces it, for example, a serviceman's identity card, a registration certificate for a car and documents proving ownership of it (papers from a car dealership confirming the purchase).
Step 4
You will also need to pay state fees: for issuing a car registration certificate, making changes to a previously issued technical passport and issuing license plates. You can find out the current amounts of state duties on the website of the traffic police, its regional department for your constituent entity of the Federation or the portal of state services, and the details for payment can be found on the website of the regional department of the traffic police, from MREO or Sberbank.
Step 5
You can issue a compulsory MTPL policy for a car in the salon when buying or when contacting the insurance company directly.
If transit numbers were issued for the car, do not forget to take them with you.
Step 6
After accepting your documents no later than three hours later, MREO employees should begin to inspect your car. It will be checked for serviceability of the main components and the presence of everything that is provided for by the rules of the road.
The procedure can take no more than three hours, upon completion, if everything is in order, you should be given numbers and a registration certificate.
