The license plate number of the car is its main means of identification. At the same time, in Russia, car numbers of the established sample have been adopted, which include not only a combination of letters and numbers, but also a region code. In the Russian Federation, the license plate consists of two main parts. The first of them is a combination of several letters and numbers, which is a kind of individual car code. The second part indicates the territorial affiliation of this vehicle: it includes two or three digits representing the code of the constituent entity of the Russian Federation, and the designation RUS, indicating that this car is registered in Russia. Thus, in different subjects of the Federation, cars can be registered that have the same code of letters and numbers in the first part of the number, but different codes of regions in the second. At the moment, the Russian Federation includes 85 regions, referred to as subjects of the Federation. Each of these regions has its own unique car code, which is not the same as the code of any other region. At the same time, in some regions where a significant number of the population lives and, accordingly, many cars are registered, several car codes operate at once.

One of the examples of such a constituent entity of the Federation is the city of Moscow, a settlement with a population of over 12 million people. Such a significant population is the reason that the region's automobile code 77, initially allocated for Moscow, very quickly exhausted the available numbering capacity: in other words, all possible combinations of automobile numbers with this code have run out. It took only 4 years to do this: from 1994, when license plates of a new format appeared in Russia, to 1998.
To solve this problem, in 1998 another car code was introduced in Moscow - 99. However, soon this situation repeated itself. This mechanism was used to expand the number capacity of car numbers in Moscow in the future. As a result, today there are 7 car codes in the city: 77, 97, 99, 177, 197, 199, 777.
