Kazakhstan is a member of the Customs Union concluded between the Russian Federation and some republics of the former Soviet Union. Motorists of these countries often experience difficulties when importing vehicles into the territory of Russia. Therefore, there are certain rules for the import of cars from Kazakhstan.
Instructions
Step 1
On the territory of the Republic of Kazakhstan, collect a package of necessary documents accompanying the purchase of a car. Make sure that the seller takes a certificate of absence of transport tax debts. At the local traffic police department, draw up a handwritten sale and purchase agreement with the seller in two copies and seal it with the inspector. After removing the car from the register, the buyer's surname (i.e. yours) will be entered in the registration certificate and transit numbers will be issued. Please note that in the cities of Kazakhstan it is forbidden to drive with transit numbers on weekends and after 19 hours (it is allowed to move around the clock on a suburban highway). Take out insurance for a period of 10 days (the cost of the service is about 2000 tenge).
Step 2
Obtain a vehicle passport (PTS) at the Russian-Kazakh customs. To import a car without customs duties, confirm its status as a Customs Union product by presenting a declaration stating that the car was cleared by customs in Kazakhstan before January 1, 2010. Individual rates of customs duties are calculated for cars cleared after this date. After the issuance of the TCP by the Russian side, remove the Kazakh transit numbers. You can ride without them for 5 days. You will be given a passport only if the car meets the Euro-4 environmental standards. To do this, you must have a certificate issued by the appropriate authority with you.
Step 3
If you are a member of the Russian state program for the resettlement of compatriots living abroad, and are going to permanent residence in Russia, you do not need to confirm the environmental safety of the car. In this case, the vehicle passport will be issued only once for one vehicle.
