The Moscow ring road, which runs mainly along the administrative border of Moscow, was built in the 40s of the last century. Since then, the road has undergone many improvements and changes. In 2011, the leadership of the Russian capital announced the preparation of a new complete reconstruction of the Moscow Ring Road. The update is planned for several years.
According to the Internet edition "Gazeta. Ru", the Moscow mayor's office has already prepared a project for the reconstruction of the Moscow Ring Road. Around the renewed ring there will be a multi-lane side passage, duplicating almost half of the entire route of the highway. Almost all interchanges will be fully reconstructed, many of which will be made two-level. The far right lanes of traffic before the exit to the region will be separated from other lanes by metal bumpers.
The tender for the development of the reconstruction project at the end of 2011 was won by the Research and Design Institute of the General Plan of Moscow. Scientists from the Research and Development Institute analyzed the situation and identified the reasons that made huge traffic jams the main problem for the Moscow Ring Road.
Experts named the development of the Moscow Ring Road as objects of trade infrastructure as the main reason for the bad situation on the ring road. The ring road was not originally conceived as a mixed-use highway, it does not provide for the simultaneous passage of transit and distribution automobile streams. The situation was also affected by the intensive construction of residential buildings in the area immediately adjacent to the ring.
In accordance with the planned plan, more than 40 interchanges will undergo reconstruction, on which ramps with a left turn will be completed, passing from the bottom or from the top. It was decided not to rebuild the intersection of the Moscow Ring Road with the Entuziastov Highway and with the Yaroslavl Highway. It is radically proposed to reconstruct the right-turn ramps in the direction of the region, which have long been unable to accept all traffic flows.
In those areas where single objects are located, for example, gas stations, cafes, service stations, it is planned to organize acceleration and deceleration lanes. The project developers also intend to adjust the number of lanes at the entrance and exit from Moscow in order to avoid the bottleneck effect.
The reconstruction of the Moscow Ring Road will begin in 2012 and will be completed as planned within the next five years. Rebuilding a major highway will require significant financial investments. The volume of construction costs in 2012 will amount to about 98 billion rubles, in 2013 - 130 billion rubles, and in 2014 - more than 140 billion rubles.
