Order of the Ministry of Internal Affairs No. 1001 "On the procedure for registering vehicles" determines the algorithm of actions related to the removal of a vehicle from the traffic police register. The list of required documents and the stages of the procedure directly depend on the reason for removing the car.

In most cases, the removal of a vehicle from the state register is associated with its sale or disposal, the owner's relocation to another region. A decision on the liquidation of a registration record can be made by a judicial authority, and, as a rule, it is associated with a violation of the rules for registering a vehicle. The law provides for the removal of a car from registration only at the place of its setting.

Considering that the vehicle has to be taxed, it is very profitable for the owner to deregister and dispose of the damaged car, despite the laboriousness of the process.

To go through the procedure related to the removal of a car from the state register, you need to prepare a package of documents: passport of the vehicle owner; vehicle passport (PTS); a completed application on the need to remove the car from the register with the traffic police; certificate of state registration of the machine; a receipt confirming payment of the state duty for registration actions in relation to a technical device; removed state signs (car numbers); car technical inspection coupon and compulsory civil liability insurance (OSAGO).

If an authorized person is involved in the procedure for removing a car from state registration, you must have a notarized power of attorney and an attorney's passport.

The presence of the vehicle itself is also required. If the car cannot go to the traffic police on its own for a technical inspection, you need to either invite an inspector to the location of the car, or use a tow truck. The first option is much cheaper.

In the traffic police department, which deals with registration actions in relation to vehicles, you must arrive in the morning and take a queue (take an electronic ticket). The car must be inspected by a technical expert and a traffic police inspector. During the inspection, the compliance of the number plate on the engine with the data specified in the vehicle's passport is established. On the site for technical inspection, license plates are twisted, the inspector issues an application for filling out and a receipt for payment.

The documents are provided to the inspector in originals and copies. After checking the necessary papers, the inspector returns the originals and issues transit numbers for the car, which are valid for 20 days. At the end of the specified period, the car must be registered at the owner's new place of residence.

Transit numbers are attached to the windshield and rear window of the vehicle. It is necessary to make a photocopy of each document provided to the traffic police.

In the event of a sale and purchase transaction, the vehicle must be registered with the new owner. If the statutory deadline is violated, an administrative fine may be imposed on the vehicle owner.

The traffic police may refuse to carry out registration actions to remove the car from the state registration, if the vehicle is seized, the license plate on the car's engine is broken, the vehicle passport contains signs of forgery.
