The tradition of filling highways with salt negatively affects the protective elements of the steering rack - anthers and oil seals fail, and the hydraulic booster begins to leak and buzz.
A defective steering rack must be repaired or replaced.

The hum may be caused by the condition of the power steering belt. Perhaps it is worn out and should be changed, or perhaps it just needs to be tightened up.
