In 2011, the State Duma adopted a new law "On technical inspection of vehicles", which came into force in January 2012. However, six months later, already in July, amendments were made to it, canceling the mandatory receipt of a technical inspection certificate confirming the good condition of the vehicle. This coupon may be required only for presentation to insurers when concluding an OSAGO contract.
The amendments made to the Traffic Regulations legalized the driver's right not to present the vehicle inspection ticket to the traffic police officers, nor will he need to always have it with him. This clause has been excluded from the Code of Administrative Offenses. Consequently, traffic police officers cannot punish drivers for the absence of this document. But this does not mean that you will not need a technical inspection - it will be replaced by service books and other documents confirming the good technical condition of the car. Now control over their availability is transferred to insurance companies, which without them will not issue you an auto insurance policy. The amendments to the law have made life much easier for those car owners who are conscientious about the prevention and maintenance of their cars. Prior to that, they had to pay for the confirmation of the serviceability of the car twice - at the service center and upon receipt of the coupon. To obtain an MTPL policy, it will now be enough for you to present to the insurance company a diagnostic card from a certified technical inspection operator. However, if a technical inspection ticket was received recently, then until August 1, 2015 it will be possible to present it to insurers instead of a diagnostic card. They started talking about the need to reform the vehicle inspection system back in 2011. Then the Russian Union of Auto Insurers received the authority to exercise control over the state of the country's car fleet. Special maintenance points and specialized service centers are required to obtain PCA accreditation to carry out their activities. Since January 2012, a unified automated information system for technical inspection (EAISTO) began to work, in the database of which all information about the issued diagnostic cards will be entered. It is also not necessary for the owner of the car to carry this card; if necessary, the traffic police officer will always be able to familiarize himself with it by referring to the data available in the EAISTO.
